The owner of every
vessel or licensed powder lighter on, from, or in which explosive exceeding
fifty kilograms is loaded, unloaded, or conveyed who employs others in such
loading, unloading, or conveyance shall, by furnishing copies of the
regulations and orders relating to conveyance, or by affixing copies in some
place where they can be conveniently read, take such measures as may be
necessary in order that the persons so employed may be acquainted with the
provisions of the regulations and orders relating to conveyance.
