Where an amendment is
negatived, a second amendment may be moved to the motion to which the first
mentioned amendment was moved; but only one amendment shall be submitted to
the Commissioners for discussion at a time. If an amendment is carried, it
shall become the substantive motion, and only one amendment shall be made
thereon at any one time.
