The tenderer shall
enclose his tender in a sealed envelope, together with a banker’s cheque
payable to the order of the Port Authority for the amount required by the
conditions of tender as a preliminary deposit; but the Port Authority shall
not be liable in the event of the loss of any cheque before it has reached the
hands of the Secretary.
