Without in any way
limiting sections 48 and 49 of the Act, consignees shall be liable for
all wharfage and other charges on all inward cargo and consignors shall be
liable for all wharfage and other charges on all outward cargo, but this
regulation shall not limit the right of the Port Authority to recover wharfage
or other charges from any person (other than the consignee or consignor) who
may be liable by law to pay the same.
