A steam whistle,
siren, or horn shall not be used on board any vessel within the Port, or while
moored alongside any wharf, nor whilst swinging in the Inner Harbour, whether
as a signal of arrival or departure, or for any other purpose whatever, except
that laid down in the Admiralty Regulations in connection with fogs, or to
avoid collision, or as a signal to tugs or upon outbreak of fire, but a bell
may be rung for a reasonable time previous to the departure of any vessel from
the wharf.
