At every ordinary
meeting of the Port Authority the first business to be conducted shall be the
confirmation of the minutes of the proceedings at the preceding meeting, and
no discussion shall be entered into thereon except as to their accuracy as a
record of the proceedings and upon confirmation the minutes shall be signed by
the Chairman.
