GOVERNMENT RAILWAYS (OIL VESSELS) BY-LAWS 1944 -- BY-LAW 89 - REG 16

16 .         Prevention of accidents by fire

                When an oil vessel is at a wharf or jetty the Master thereof shall take all due precautions for the prevention of accidents by fire on the discharge of inflammable liquid, and shall himself remain or cause a responsible officer to remain on board the vessel together with a sufficient crew during the whole time of discharge or while any inflammable liquid remains on board.
