GOVERNMENT RAILWAYS (OIL VESSELS) BY-LAWS 1944 -- BY-LAW 89 - REG 17

17 .         Station Master may inspect vessel

                When an oil vessel is at a wharf or jetty the Master thereof shall when required so to do by the Station Master afford him every reasonable facility to inspect and examine the inflammable liquid on board the vessel and all appliances in connection with the same so as to ascertain whether the provisions of these by-laws so far as they apply are being observed and all other means taken towards the safety of the wharf or jetty.
