GOVERNMENT RAILWAYS (OIL VESSELS) BY-LAWS 1944 -- BY-LAW 89 - REG 25

25 .         Entry to wharf prohibited while loading or unloading

                While a barricade remains erected on a wharf or jetty no person (other than the Harbour Master) shall pass or be permitted or suffered to pass through such barricade towards the oil vessel without the written permission of the Master of the oil vessel or the Station Master.
