(1) A license shall be
issued upon payment of the appropriate fee, set out in the Second Schedule to
these by-laws, only, but the payment of a license fee pursuant to any by-laws
that were in operation prior to the coming into operation of these by-laws is
deemed to be a payment for the purposes of this by-law.
(2) The license fee
for a hoarding is an annual license fee and is payable annually, so long as
the hoarding is maintained.
