A Councillor making a
personal explanation shall confine it to a succinct explanation of a material
part of his former speech which may have been misunderstood, and to the
explanation itself, and shall not advert to matters not strictly necessary for
that purpose nor seek to strengthen his former argument by new matter or by
replying to other Councillors.
