In cases of urgent
necessity, any Standing Order of the Council may be suspended on motion duly
made and seconded, but that motion shall not be declared carried, unless an
absolute majority of the Council, or a two-thirds majority of those present
and voting on the question, whichever is the lesser number, have voted in
favour of the motion.
