If the Committee
cancels a certificate of qualification, it is to record the grounds on which
the decision was based, and its reasons, and is as soon as is practicable, but
in any case not later than 30 days after making the decision, to give
written notice of the decision, together with those grounds and reasons, to
the person to whom the decision relates.
