At least four weeks
prior to an ordinary election the Returning Officer shall cause a notice to be
published on each of the notice boards of the commission notifying that
nominations are being called for the positions of member, deputy and
substitute for each of the two sections, and such notice shall set out the day
appointed by the Returning Officer for the receipt of nominations which shall
not be later than 21 days before the date fixed for the election.
