The only ballot papers
which shall be counted by the Returning Officer shall be —
(a)
those delivered to him or received by him by post prior to the closing of the
poll, and
(b)
those deposited in the locked and sealed ballot boxes provided for the receipt
of ballot papers at the centres approved by the Returning Officer.
