Where the power
supplied to a machine is controlled by fast and loose pulleys, friction
clutches, paper wheels, hydraulic or pneumatic equipment or other devices
producing a similar effect, the owner shall provide means that prevent the
machine being inadvertently started by vibration or any other accidental
agency.
