By letter of March 27, 1984, the People's Bureau Socialist People's Libyan Arab Jamahiriya complains about an article in the Sunday Telegraph on March 18.
The article, under the headline "Chairman of Terror - Bombed Brits battle a mindless dictator", followed bomb attacks in London and Manchester.
The article, written by a member of the newspaper's staff in London, quotes the warning attributed to Colonel Gaddafi to Libyan exiles: "Return home or face liquidation".
The article quotes this undenied public statement and the author is entitled to express his views strongly.
The Press Council is not in a position to check the accuracy of all the statements in the article.
Accordingly, the complaint is dismissed.
