Migration Amendment (Putting Local Workers First) Bill 2016

Purpose
This bill seeks to amend the Migration Act 1958 and Migration Regulations 1994 to:
• require employers nominating 457 visa workers under labour agreements, and as standard business sponsors, to meet certain labour market testing requirements;
• require certain sponsors in specified sectors to employ their guest workers under a Labour Agreement;
• introduce an Australian Jobs Test that requires employers to demonstrate their contribution to local employment and skills development as part of their application to sponsor temporary workers;
• require the minister to publish policy guidelines relating to the negotiation of certain agreements;
• require certain 457 visa applicants to hold a relevant licence or undertake a mandatory skills assessment
