Initial scrutiny

1.1 The committee comments on the following bills and, in some instances, seeks a response or further information from the relevant minister.

Coal Prohibition (Quit Coal) Bill 2021

Purpose
This bill seeks to prohibit the mining, burning and the export and importation of thermal coal in Australia by:
• prohibiting the establishment of a new coal mine or coal-fired power station or the expansion of existing mines or stations from the date of Royal Assent;
• phasing out the export of thermal coal by 2030;
• prohibiting the mining or burning of coal after 1 January 2030;
• prohibiting the importation of thermal coal to Australia, with the exception of research or heritage purposes;
• putting in place significant penalties including up to 7 years imprisonment in some cases for breaches of the Act.

1.2 This bill is identical to a bill introduced into the House of Representatives on 18 February 2019. The committee raised scrutiny concerns in relation to the earlier bill in Scrutiny Digest 2 of 2019.[1] The committee reiterates those comments in relation to this bill.
