Australian Senate Standing Committee for the Scrutiny of Bills - Scrutiny Digests |
1.1 The committee comments on the following bills and, in some instances, seeks a response or further information from the relevant minister.
Purpose
|
This bill seeks to prohibit the mining, burning and the export and
importation of thermal coal in Australia by:
• prohibiting the establishment of a new coal mine or coal-fired
power station or the expansion of existing mines or stations
from the date of
Royal Assent;
• phasing out the export of thermal coal by 2030;
• prohibiting the mining or burning of coal after 1 January
2030;
• prohibiting the importation of thermal coal to Australia, with the
exception of research or heritage purposes;
• putting in place significant penalties including up to 7 years
imprisonment in some cases for breaches of the Act.

1.2 This bill is identical to a bill introduced into the House of Representatives on 18 February 2019. The committee raised scrutiny concerns in relation to the earlier bill in Scrutiny Digest 2 of 2019.[1] The committee reiterates those comments in relation to this bill.
