Topic: Oily rags and online resolve: NZLII and free access to law in New Zealand
Speaker: Associate Professor Donna Buckingham (Otago), founder and current Director of the New Zealand Legal Information Institute (NZLII).
Duration: The seminar lasts for an hour, including 20 minutes for discussion.

Abstract

'Smell of an oily rag' (def.): A very small amount, or the absolute minimum (usually of money) (idiomatic, Australia, New Zealand) https://en.wiktionary.org/wiki/ - In eight years, NZLII has gone from three sources of supply to 74 databases (including cases law, legislation, treaties, reports and secondary legal material) and is New Zealand's largest online publisher of free access legal information. NZLII has become so by obtaining discrete project grants from the New Zealand Law Foundation, by reliance on the goodwill of decision suppliers and by using volunteer labour to fill unfunded operational gaps. Unlike other LIIs, NZLII has the luxury of a technical home within another legal information institute, AustLII. The closeness of this engagement buffers NZLII to some extent but investment in free access to law in New Zealand is still a contestable prospect.

Biographical Note

Donna Buckingham is the founder and current Director of the New Zealand Legal Information Institute (NZLII), the largest New Zealand publisher of free online legislation, court and tribunal decisions, reports and articles. She is an Associate Professor of Law at the University of Otago, teaching and writing in statutory interpretation, evidence law, suppression regimes and governance of the legal profession. Donna is also a Barrister of the High Court of New Zealand, the Immediate President of the New Zealand Law Society (Otago Branch).
