Problem is one which can arise only where the power of the legislature is Ltd It does not arise where, as in the United Kingdom, Parliament may constitutionally exercise plenary power In the United States, however, the problem has received consideration and the view has been taken that administrative officers and agencies have "no power or authority to consider or question the constitutionality of an act of the legislature"     2
