ORAL DECISION OF THE AUTHORITY


[1] This is an application by Abul Fattah Amir Ahmed for a General Manager's Certificate.

[2] Mr Ahmed made his application on 7 September 2000. The application attracted an adverse report from the Police. They noted that there were no serious previous convictions, but advised that the applicant was currently remanded in custody on active criminal charges. They objected to the application being granted until the outcome of the trial was known.

[3] The District Licensing Agency Inspector also issued an adverse report. He had been unable to interview the applicant because the applicant had been remanded in custody.

[4] It is not clear from the file whether Mr Ahmed was ever given bail, but the information before us now discloses that on 15 February 2002, he was sentenced to two years and nine months imprisonment on charges which included forgery and using a document.

[5] In the light of those convictions, and because of the Inspector's inability to interview the applicant, we have no hesitation in refusing the application.
