ORAL DECISION OF THE AUTHORITY
[1] This is an application by Nicholas John Kensington for a General Manager’s Certificate. Mr Kensington made his application on 13 May 2002.
[2] In accordance with established procedure, a letter was sent to him by the District Licensing Agency, acknowledging the application, and requesting that he contact the writer to arrange a date and time for an interview. It is standard practice with the Wellington District Licensing Agency, that all applicants are interviewed to establish their experience and qualifications, and their knowledge of the Sale of Liquor Act 1989.
[3] In the event Mr Kensington failed to make an appointment for an interview. The management of "Pak ‘n’ Save" in Kilbirnie where Mr Kensington intended to use his certificate was contacted. The management confirmed that Mr Kensington had ceased his employment in September 2002. They were unable to give any further information on his present employment.
[4] Further letters have been sent and attempts have been made to contact Mr Kensington to no avail. He has not appeared today. The inference we draw is that he is no longer interested in pursuing his application, which is accordingly refused.
