RESERVED DECISION OF THE AUTHORITY

[1] This is an application by Nicolet Anne Stark pursuant to s.118 of the Act for a General Manager’s Certificate. The criteria to which we must have regard are set out in s.121(1) of the Act.

[2] The application is opposed by the Inspector on the grounds that the applicant has failed to supply the District Licensing Agency with employment or character references and evidence of training qualifications.

[3] The applicant has not been in contact with the Inspector since she made her application. Consequently, the Inspector has been unable to interview her to determine her suitability to be the holder of a General Manager’s Certificate.

[4] In addition, the Police stopped Miss Stark on 2 December 2002 while driving with an excess breath alcohol level. She was subsequently convicted and fined.

[5] Miss Stark did not appear to support her application. By her absence we can only conclude that she no longer wishes to pursue her application.

[6] In all the circumstances Miss Stark’s application for General Manager’s Certificate is refused.
