ORAL DECISION OF THE AUTHORITY
[1] This is an application by Stephen John Ryan pursuant to s.118 of the Act for a General Manager’s Certificate.
[2] The criteria to which we must have regard are set out in s.121 of the Act. Both the Police and the District Licensing Agency Inspector have opposed the application on the grounds that when the applicant made his application there was some doubt as to his identity. Extensive enquiries were made to confirm his identity.
[3] It was ascertained that Mr Ryan is also known in Australia as Stephen John Knight where he had been convicted some years ago of several offences involving the possession and supply of prohibited drugs.
[4] Further enquiries have revealed that Mr Ryan had subsequent convictions in New Zealand for assault, resisting arrest and three drink-drive offences.
[5] Further attempts to contact Mr Ryan by both the Police and the District Licensing Agency Inspector have been unsuccessful. His previous employer advised the Authority that Mr Ryan may have moved to Australia.
[6] Mr Ryan has not appeared today to support his application. In the circumstances Mr Ryan’s application for a General Manager’s Certificate is refused.
