ORAL DECISION OF THE AUTHORITY
[1] This is an application by Mildred Rangiwhuia Hannett pursuant to s.123 of the Act for renewal of a General Manager’s Certificate. The criteria to which we must have regard are set out in s.126 of the Act. Those criteria are:
(a) The character and reputation of the applicant;
(b) Any convictions recorded against the applicant since the certificate was issued or last renewed;
(c) The manner in which the manager has managed the sale and supply of liquor pursuant to the licence, with the aim of contributing to the reduction of liquor abuse;
(d) Any matters dealt with in any report made under s.124 of the Act.
[2] The criteria of importance in this particular matter are (c) and (d). The Inspector advises that following receipt of the applicant’s application the Inspector noted that the applicant had indicated that she was not currently using her General Manager’s Certificate although she was seeking employment. She listed her occupation as a student.
[3] On 9 May 2005 when the Inspector spoke to the applicant by telephone, she confirmed that she was not currently employed within the hospitality industry. He advised her that if she found a position within the industry his opposition would be withdrawn. To date the applicant has not advised the Inspector that she has obtained a position within the industry.
[4] The Authority has indicated in the past on a number of occasions that it is not in the business of granting certificates so they may be used as part of a person’s CV or indeed as a bankable resource. There are over 35,000 certificated general managers in this country. It is the current wisdom that many of those are simply holding certificates without using them.
[5] Ms Hannett has not appeared today to support her application. By her absence we can only conclude that she no longer wishes to pursue her application. In all the circumstances Ms Hannett’s application for renewal of her General Manager’s Certificate is refused.
