ORAL DECISION OF THE AUTHORITY


[1] This is an application by Hendrik Johannes Greeff for the renewal of his General Manager’s Certificate.

[2] Mr Greeff’s certificate was first granted in 2002 and expired on 28 June 2006. In his application for renewal he was asked what steps he had taken to manage the sale and supply of liquor with the aim of contributing to the reduction of liquor abuse. He said that he was not working as a manager presently and did not necessarily require a General Manager’s Certificate.

[3] On the other hand, Mr Greeff had obtained a Licence Controller Qualification. He indicated at the hearing that although he has been working at non-licensed premises, his current intention is to return to the hospitality industry in one form or another. The application was scheduled for a public hearing because Mr Greeff has been out of the industry for some time. It has been accepted that he should be given an opportunity to see whether he is able to obtain employment within the industry. Accordingly, and with the agreement of the District Licensing Agency Inspector, a reduced period of renewal is seen as the fairest way for Mr Greeff to achieve his long-term objective.

[4] That being the case, the renewal is granted and the General Manager’s Certificate is renewed for 18 months. This means that the certificate will fall due for renewal again in late December 2007, in a little over 12-months time.

[5] Mr Greeff is well aware that if he is still not involved in the industry at that time, and has no immediate prospects, then a further application may be a waste of his time and finances.

[6] The application is granted in those terms.
