ORAL DECISION OF THE AUTHORITY

[1] Before the Authority is an application by Judith Cull for the renewal of a General Manager's Certificate.

[2] She was first granted her certificate on 23 December 1999 and it was due to expire on 23 December 2006. She filed her application for renewal on 27 October 2007 with the Manukau District Licensing Agency.

[3] The applicant was advised of the need to obtain the Licence Controller Qualification. The Act was amended as at 1 April 2006 to require that no certificate would be granted or renewed unless the applicant was a holder of this qualification.

[4] No response has been received to two letters from the District Licensing Agency and there was no appearance by her before the Authority. Under the circumstances and as a matter of law we are unable to grant the application, and it is now refused.
