ORAL DECISION OF THE AUTHORITY
[1] Before the Authority is an application by Tim Cossens for a General Manager’s Certificate. The application was filed with the Agency on 6 September 2006. The application was not accompanied by the Licence Controller Qualification.
[2] Attempts were made to contact Mr Cossens to ensure that he provided the appropriate qualification but there has been no response from him. It is believed that Mr Cossens is no longer working in licensed premises.
[3] Pursuant to the amendment to the Act which came into force on 1 April 2006 neither an Agency nor this Authority may grant such an application unless the applicant is the holder of the required qualification. Mr Cossens has not seen fit to appear in support of his application. The only inference available to us is that he is no longer interested in pursuing it.
[4] The application is accordingly refused.
