ORAL DECISION OF THE AUTHORITY
[1] This is an application by Riki Brian Carter for a General Manager’s Certificate. Mr Carter filed his application on 13 July 2006. The Licence Controller Qualification was also supplied.
[2] A letter was sent to Mr Carter acknowledging the application and asking that he contact the District Licensing Agency Inspector to arrange a date and time for an interview. The Agency’s policy is that all applicants are interviewed to establish their experience, qualifications and knowledge of the Act.
[3] Mr Carter made two appointments in September 2006 but on both occasions failed to appear. A further letter was sent asking that he arrange a further appointment. Mr Carter not only failed to attend the interview, but he also was not present when his application was called at a public hearing.
[4] In those circumstances we draw the only inference available to us that he is no longer interested in pursuing his application which is now refused.
