ORAL DECISION OF THE AUTHORITY
[1] This is an application by Robin Glenn Hauwai for the renewal of his General Manager's Certificate. Mr Hauwai has held his certificate for many years. The certificate fell due for renewal on 23 January 2008.
[2] Mr Hauwai was interviewed in February last and it was found that he had not used his certificate for some time although he had worked as a barman at a number of premises. The applicant indicated to the Inspector that he intended to use his certificate in the near future. He was told that he was required to have the Licence Controller Qualification. He indicated that he would take steps to obtain it and forward a copy to the District Licensing Agency within two months. Mr Hauwai was contacted on 1 April last and stated he had not obtained the qualification. The matter was set down for a public hearing. Mr Hauwai did not appear and no explanation was given for his non-appearance.
[3] In such circumstances we draw the inference that the applicant is no longer interested in pursuing his application which in any event and as a matter of law must be refused.
[4] For the reasons given the application is refused.
