ORAL DECISION OF THE AUTHORITY
[1] This is an application by Jeremy Ronald Mossman for renewal of a General Manager's Certificate. The certificate was first issued on 18 August 2005.
[2] An application for renewal was made within time on 14 August 2006 together with a copy of the Licence Controller Qualification. Mr Mossman stated on the application form that the current place of employment was not applicable as he would be working overseas for six months and asked for the application to be held until his return.
[3] The Inspector's report dated 13 August 2007 opposes the renewal of the General Manager's Certificate as it was unclear whether the applicant had in fact returned from overseas and whether the applicant was working within the industry. The matter was accordingly set down for a public hearing.
[4] There has been no appearance by Mr Mossman to support his application. The only inference we can take from this is that Mr Mossman is no longer interested in pursuing his application and as the Authority has previously stated manager's certificates should not be issued in a vacuum. They are expected to be working documents.
[5] Accordingly the application for renewal of the General Manager's Certificate is refused. This does not prevent Mr Mossman from applying for a new General Manager's Certificate at a later date.
