ORAL DECISION OF THE AUTHORITY
[1] Before the Authority is an application by Christopher Laurence Horlock for a General Manager's Certificate. The application was filed with the North Shore District Licensing Agency on 23 February 2006.
[2] At the time Mr Horlock was working in licensed premises he failed the Agency test in March of that year. Efforts to have him resit the test were unsuccessful and it appeared to the Inspector that he had moved to the South Island. A further impediment to the grant of his certificate was the absence of the Licence Controller Qualification.
[3] The Inspector was able to confirm that Mr Horlock had left his employment in June of 2006. He was subsequently contacted by cellphone on at least two occasions and indicated that he would be withdrawing his application. He failed to do so. Accordingly the matter was set down for a public hearing. Mr Horlock has failed to appear and the clear inference to be drawn is that he is no longer interested in pursuing his application which is now refused.
