ORAL DECISION OF THE AUTHORITY


[1] This is an application by Kelsi Louisa Hollis for the renewal of her General Manager’s Certificate. Miss Hollis was first granted her certificate on 28 March 2007. She had used her certificate at a licensed premises known as "RTK's Night Club" in the role of a bar person as well as looking after security.

[2] The Inspector noted that the premises ceased operating in July 2007. Miss Hollis candidly acknowledged that she has not used her certificate over the past 18 months.

[3] The Inspector's opposition mirrors the Authority's policy that certificates should be working documents and should not be issued in a vacuum. We believe that it is inappropriate to use the privilege of a certificate as a bankable resource or as part of a person's CV. The reasoning behind such a policy is to ensure that managers are updated and upskilled by working in the industry in a managerial capacity. Furthermore we see these certificates as a form of reference. If the holder has not worked for some time as a manager then he or she may not have the skill or the knowledge that such a certificate almost guarantees.

[4] Miss Hollis has her name down to work at four different licensed premises and is hopeful of obtaining employment in a managerial capacity. In the circumstances we have agreed to allow the renewal application to be granted but for a reduced period of 18 months. This means that the certificate will fall due again for renewal on 28 September 2009, in approximately seven months time.

[5] Miss Hollis has been advised that if further renewal is unlikely at that time, there is nothing to stop her at any time applying for a fresh certificate provided she has the support of an employer.
