ORAL DECISION OF THE AUTHORITY

[1] This is an application by Dane Michael Ramsbottom-Isherwood for a General Manager’s Certificate. The application was filed with the Agency in November 2008. It was accompanied by the Licence Controller Qualification and a supportive reference from the licensed premises where Mr Ramsbottom-Isherwood had been working since February 2007. Mr Ramsbottom-Isherwood has had approximately four years in the hospitality industry.

[2] He was duly interviewed by the Inspector. In all applications of this nature the Inspector is required to report on the application. Accordingly, interviews are arranged so that the Inspector can gauge the applicant’s experience, qualifications, and knowledge of the Act.

[3] In his first interview the applicant failed to attain the pass mark of 80%. A further interview was arranged in early 2009. This had to be rebooked but Mr Ramsbottom-Isherwood failed to attend. Having effectively failed to attend two interviews, the matter was set down for a public hearing.

[4] Mr Ramsbottom-Isherwood failed to appear at the hearing and no explanation was given for his non-appearance. In those circumstances we have drawn the inference that he is no longer interested in pursuing his application. In the absence of a report from the Inspector he has been unable to satisfy us as to the criteria set out in the Act. Accordingly, the application is refused.
