DECISION
We have before us an application by Constable K Lancaster, Christchurch Police Alcohol Strategy and Enforcement Team, for suspension of a General Manager’s Certificate issued to Dorothy Ellen Wright. Ms Wright is employed at the “Kaiapoi Workingmen’s Club”.
The application is brought on the grounds that Ms Wright has failed to conduct the licensed premises in a proper manner.
More particularly, a controlled purchase operation was conducted in Canterbury on Friday 21 November 2008. Pursuant to s.162(5) of the Act, at the request of Police a 16 year old male volunteer entered licensed premises and attempted to purchase liquor.
The volunteer entered the “Kaiapoi Workingmens Club” and went to the bar where he requested a drink from a male staff member. He was sold liquor without being requested to provide identification or other proof of age.
Ms Wright has acknowledged that suspension of her General Manager’s Certificate is appropriate and indicated willingness to accept a recommended term of suspension to be imposed by the Authority without the requirement to appear before us at a public hearing.
Accordingly, having considered the recommendations from the applicant we make the following order:
General Manager’s Certificate number GM 060509/2005, issued to Dorothy Ellen Wright, is suspended for 30 days from Saturday 10 January 2009.
