DECISION

We have before us an application by Daniel Antony Purchase for a General Manager’s Certificate.

The District Licensing Agency Inspector opposed the application because Mr Purchase had failed to attend two scheduled interviews, and had not provided evidence of having achieved the Licence Controller Qualification. The Police opposed due to Mr Purchase’s lack of experience in controlling licensed premises. They requested that the applicant provide an undertaking that unless given permission to do otherwise, he only manage the premises at which he is currently employed, for the first six months that he holds a General Manager’s Certificate.

Mr Purchase has provided such an undertaking. Additionally, he has provided a copy of his Licence Controller Qualification, and attended an interview with the District Licensing Agency Inspector and achieved an acceptable mark.

We are now satisfied as to the matters to which we must have regard in s.121(1) of the Act and we grant the application, subject to the undertaking to use the certificate only at his current place of employment for the first six months. The certificate may issue immediately, and will accordingly be marked with the notation “undertaking given”.
