FINAL DECISION
We have before us an application by Chia-Tso Pan for a General Manager’s Certificate.
The application was opposed by the Police, due to a 2007 conviction for driving with excess blood alcohol, and because Mr Pan did not have recent experience in controlling licensed premises. Accordingly, the application was set down to be determined by the Authority at a public hearing.
That hearing was conducted in Auckland on 26 June 2009. In order for Mr Pan to see out two years incident-free since the conviction, and so that he could gain more managerial experience, we adjourned his application for six months (see NZLLA PH 689/2009).
Our Secretary has received supplementary reports from the agencies and there are now no further concerns regarding Mr Pan’s suitability to hold a General Manager’s Certificate.
We are satisfied as to the matters to which we must have regard in s.121(1) of the Act and we grant the application. The certificate may issue immediately.
