BETWEEN NEIL JAMES KETTINGS
(Police Officer of Dunedin)
Applicant
AND PAVEL VIKTOROVICH FROLOV
Respondent
BEFORE THE LIQUOR LICENSING AUTHORITY
Quorum: Mr P M McHaffie
Ms J D Moorhead
DECISION
We have before us an application by Constable N J Kettings of Dunedin Police, dated 18 May 2010, for cancellation of a General Manager’s Certificate held by Pavel Frolov.
The ground for the application is that Mr Frolov has shown himself unsuitable to hold the certificate, having been twice charged with fighting in a public place. He received diversion for an incident on 20 February 2010, then was convicted for a second incident on 7 May 2010.
Mr Frolov has also indicated that he is no longer working in the hospitality industry and does not intent to do so in the near future.
The respondent has agreed to cancellation of his manager’s certificate. Accordingly, we make the following order by consent:
General Manager’s Certificate number GM/069/225/2007, issued to Pavel Viktorovich Frolov, is cancelled.
DATED at WELLINGTON this 25th day of June 2010
