DECISION OF THE AUTHORITY
[1] Ms Campbell has made an application for a General Manager's Certificate. It was opposed upon the grounds that in September 2009 Ms Campbell was convicted of driving with excess breath alcohol. Two years have expired since that conviction which can now be regarded as historical. In addition, the Inspector opposed the application on the grounds of Ms Campbell’s youth and inexperience.
[2] Ms Campbell turns 19 on 30 January 2012. Given the responsibilities which attach to the holding of a General Manager's Certificate, the Authority is always reluctant to grant a certificate to a very young person.
[3] In this case Ms Campbell intends to remain working for her current employer at “McFarlands Cafe”. This is a small day time cafe where liquor abuse problems are unlikely to occur.
[4] In all the circumstances of the case the application is adjourned to 30 January 2012. Providing there are no further transgressions by Ms Campbell, the Authority is prepared to grant the application on that date upon the condition that Ms Campbell remains employed at “McFarlands Cafe” or such other employment as the Inspector agrees to.
