DECISION OF THE AUTHORITY

[1] This is an application by Surinderpal Singh pursuant to s.118 of the Act for a General Manager's Certificate.

[2] The application was filed with the Christchurch District Licensing Agency on 10 August 2011.

[3] The application was opposed by the Police and District Licensing Agency Inspector. Accordingly it was set down to be determined at a public hearing. The reasons for opposition relate to the applicants age and experience. Also a copy of the required Licence Controller Qualification had not been provided. It was issued on 15 September 2011 and was provided subsequently.

[4] Mr Singh is a 19 year old student studying for a hospitality and business management diploma. He arrived in New Zealand in April 2011 and was only 18 at the time he made the application. At that time he had little local knowledge or experience in licensed premises. He is employed on a part time basis at “Liquor Centre Lincoln Road”. Mr Singh has now worked there for nine months and has been appointed as a temporary manager. Mr Singh impressed the Authority as being a conscientious young man. He was well able to answer questions as to his responsibilities under the Act. It was also confirmed that on a recent occasion he detected a false “ID” and handed it in to the Police.

[5] With the passage of time we are satisfied that Mr Singh now fulfils the criteria set out in s.121 of the Act and is a suitable candidate to be granted a General Manager’s Certificate. The application is granted and the certificate may issue immediately.
