DECISION
We have before us applications by Manjit Singh and Paramjit Kaur for General Managers’ Certificates.
The Police and District Licensing Agency Inspector opposed both applications after Mr Singh and Mrs Kaur, who are husband and wife, displayed some difficulty with their understanding and knowledge of the Act because English is not their first language.
The District Licensing Agency referred the applications to the Authority for determination at a public hearing that was to have taken place on 17 May 2012.
However, in the interim the applicants have continued to work in licensed premises and have made significant progress in their ability to communicate in English. They have both demonstrated a good understanding of their obligations and responsibilities under the Act. As a consequence the regulatory authorities have withdrawn opposition to the applications.
We are satisfied as to the matters to which we must have regard in s.121(1) of the Act and we grant the applications. The certificates may issue immediately.
