DECISION
We have before us an application by Rashid Koonarithoompath for a General Manager’s Certificate.
The Police do not oppose the application. The District Licensing Agency Inspector expressed misgivings in relation to the applicant’s lack of experience in licensed premises and recommended that the matter be determined by the Authority at a public hearing.
A supplementary report from the Inspector states that Mr Koonarithoompath has continued to work at “Travancore Hutt”, the premises identified in his application and the Inspector is now satisfied that the applicant has gained sufficient experience. Mr Koonarithoompath has provided an undertaking that he intends to be a duty manager at “Travancore Hutt” only and not at any other licensed premises. This means that he cannot act as a duty manager at any licensed premises other than “Travancore Hutt”.
Any such undertaking is not infinite and the applicant may at some future date seek release either from this Authority or the Inspector.
We are satisfied as to the matters to which we must have regard in s.121(1) of the Act and we grant the application. The certificate may issue immediately.
