IN THE MATTER of an application by THE GLASSHOUSE BAR LIMITED pursuant to s.18 of the Act for renewal of an on-licence in respect of premises situated at 1 Main Street, Upper Hutt, known as "Glass House Bar & Cafe"

DECISION

This is an application by The Glasshouse Bar Limited for renewal of an on-licence in respect of premises situated at 1 Main Street, Upper Hutt, known as "Glass House Bar & Cafe". The business trades as a tavern with hours authorised for the sale of liquor as follows:

Monday to Saturday 7.00 am to 3.00 am the following day
Sunday 7.00 am to 10.00 pm

No changes are sought to the conditions of the licence.

Advertising did not attract any public objection. However the Police and Medical Officer of Health opposed renewal because of perceived shortcomings in management practices leading to the business featuring prominently in the Police Alcolink data. The District Licensing Agency Inspector recommended that the application be determined by the Authority at a public hearing.

Prior to a fixture date being allocated the Police and Health Protection Officer filed supplementary reports with our Secretary indicating that the licensee has established measures to ameliorate their concerns and opposition has been withdrawn. Accordingly we deal with the matter on the papers.

We are satisfied as to the matters to which we must have regard as set out in s.22 of the Act. We renew the licence on the existing terms and conditions until 23 December 2014, that being three years from the first anniversary of the licence, and we authorise the issue of a notice of renewal.
