If a person makes a complaint—
(a) the making of the complaint is not—
(i) a breach of confidence; or
(ii) a breach of professional etiquette or ethics; or
(iii) a breach of a rule of professional conduct; and
(b) the complainant does not incur civil or
criminal liability only because of the making of the complaint.
