21. The Safety Case in respect of a facility must specify adequate means of:

   (a)  securing, supplying, and monitoring the use of, therapeutic  drugs on
        the facility; and

   (b)  preventing the use of:

        (i)    controlled substances (other than therapeutic drugs); and

        (ii)   intoxicants; on the facility.
