17 Insertion of new s 73A

After section 73 —
insert —

73A How referee must act When investigating an application for an order under this part, a referee—

(a) must observe natural justice; and

(b) must act as quickly, and with as little formality and technicality, as is consistent with a fair and proper consideration of the application; and

(c) is not bound by the rules of evidence.
