section 24 or 25 do not apply to—
(a) an
inspector acting in the course of official duties;
(b) a
member of the police force acting in the course of official duties;
(c) a
person acting with the authority of the Minister, who enters a restricted area
for the purpose of carrying out functions that have been assigned to a
Minister, statutory office holder or instrumentality of the Crown;
(d) a
person acting in response to an emergency.
(2) Where a person
proposes to enter an area in pursuance of subsection (1)(c), reasonable
notice of the time, place and purpose of the proposed entry must be given to
the Minister.
