(1) The House of
Assembly shall not be competent to proceed with the dispatch of business
unless there are present, including the Speaker or a person chosen to preside
in the Speaker's absence, at least seventeen members of the House.
(2) All questions
which arise in the House of Assembly shall be decided by the majority of votes
of the members present, other than the Speaker or person aforesaid.
(3) When the votes are
equal the Speaker or person aforesaid shall have the casting vote.
(4) Where a question
arises in the House of Assembly with respect to the passing of the second or
third reading of any Bill and in relation to that question the Speaker, or
person aforesaid has not exercised a casting vote, the Speaker or person
aforesaid may indicate concurrence or nonconcurrence in the passing of the
second or third reading of that Bill.
