The appointment to all public offices under the Government of the State,
whether such offices be salaried or not, shall be vested in the Governor, with
the advice and consent of the Executive Council, except the appointment of the
officers required by this Act to be members of Parliament, the appointment and
dismissal of which officers shall be vested in the Governor alone: Provided
that this section shall not extend to minor appointments, which by statute or
by order of the Governor in Council are vested in Heads of Departments, or
other officers or persons within the State.
